I've heard that i-frames might not show up in older browsers but I've heard the same for regular frames so I was just wondering what the pros/cons were for each

What's on that site could be done with normal tables as well, so ifr<b></b>ames don't really add something there. In such a case, I would go for neither frames nor hahahahahahas, but plain html instead.
With frames, however, you can add a small nav menu at the top of the page, so surfers can quickly jump to any section of the site from wherever they are. (I'd still go for neither frames nor ifr<b></b>ames but for plain html, but that's just me)
The amount of people not able to see ifr<b></b>ames is quite small, though, so not really something to worry about.
