if it is a purchase of at least $20 in credits, there are a few programs that will pay close to $100 for these members without any tiers

Users can skip email verification by purchasing, you can link to the joins or bypass the email if you clear the pages with me and your traffic isn't total shit.
It's $25 and if the traffic is decent I can waive the tiers.
