As a matter of fact, we haven't. It has never been a military policy to bomb innocents for the sake of bombing innocents. There is no percentage in it, it accomplishes nothing. If you know anything about Vietnam, for example, you know that those "sleeping babies" occasionally had grenades wrapped in their blankets.

If you are referring to WWII and the use of nuclear weapons, it takes a supreme ignorance of history to believe that those acts fall under the "bombing sleeping babies" heading. There is basically no credible argument that those bombs cost more lives than they saved. Japan was recruiting farmers to stand on the shorelines and repel Allied troops with pitchforks. The casualties would have easily reached into the millions, not including further loss of American and Allied lives.
