No there are many hosting companies that have tech support deep in ass, and I was dealing with few of them, but I need to mention that some of them was ok and was helping alot, so if you want real tech support better check your future hosting company out. Best support is ofcourse live on ICQ or 24/7 phone, and worser support that you can find is support working on mails or forms. If they even receive your info about problems, they will fix it when your sites will be at zero traffic.
So deal only with good guys here.
