Here is a cut and paste from what I sent a friend of mine for the same question few weeks back.

We got our share of Morton / Ruths. We also have a lot of steakhouses in this city that are not chain, Mastro's City Hall and Donovan's are the best. I'd stay away from the 3 new ones (Bourbon, BLT, and J&G) for a couple reasons. One, they are very overpriced for what they are. Don't go to Binkley's expecting to walk in. Reservations are required long in advance.

The Compass Room on the top of the Hyatt. Expect to pay around $150 for two people

Elements @ Sanctuary Camelback Mountain - best view in town, very romantic and upbeat at the same time. Asian inspired American.

Lon's @ Hermosa Inn - American with rustic southwestern setting. Great patio and very high end historic location.

Marcellino - Best Italian in the city, hands down. Northern Italian with amazing hospitality and live opera on friday nights.
