You NEVER sent brokered traffic directly to a tour. When buying traffic, you generally do so to boost the trades on a fresh TGP/MGP/Site with skim. Another way to purchase brokered traffic is to send filtered niched traffic to a specifically designed doorway page which can offer a variety of niched content to those filtered surfers...thus giving the targeted surfer an option of sites/content to choose from. You can also monitize these pages in a variety of ways to compensate for low sale conversions with CPC advertising, consoles (if allowed), or CPM.

You can't expect the surfer of a free site to go directly to a link designed as a purchsase point. You need to continue to whet their appetite and give them an appetizer buffet to choose from which gets them 1 point closer to a sale.
