Could you see this being at least somewhat beneficial in 3rd world extremist / "stone-age" areas? Obviously their regions will have leadership representatives like they've always had. I'm assuming that the influence the money has over these leaders will cause them to slowly mold these areas & future generations to what the west would consider "normal".
Iceland then would be considered collateral damage as far as my little "theory" goes.... who knows though. Control the $ and control the people.

Third world countries are that because of the debt they have been put in by the central banks. They can't pay off the debt so the rulers of those countries let the people starve instead of feeding them or just go around and kill as many as they can. The various atrocities you see are because those people want the money and power for themselves. If the banks say I'll give you a few billion dollars to clean up your country." They don't really say how so the military lead government just goes in and kills everything that moves that isn't in uniform.
