I would say "abuse" is the key term of the discussion and the key issue we're dealing with.
If you abuse any relationship - be it a relationship between a citizen and a government, a relationship between a community and an individual, any relationship, you should expect a reaction.
This is a very simple principle that works since the start of the days. Well the EU is trying to turn this over with their pseudohumanistic / out of this world / anti- discriminational policies.
