Again, I agree with you, but there are lots of non-US sites that are adding 2257 pages now, in order to comply with many US requirements - from some of our billing companies, to hosted galleries, to toplists, etc.
If the major US based processors would make 2257 a requirement as well, then more sites would have to comply in order to get US traffic and sales.
Of course there will always be rogue sites, but forcing most to comply, would cut way back on the number of tubes there are currently, and perhaps dissuade others from springing up like the fucking industry-killing weeds that they've now become..
