i'll tell you why. They remained at their homes cause they do not have anywhere else to go. If you attempt to cross borders you'll get killed either from saddam's soldiers or from the soldiers that guard the borders of the country to try to go. Refuges cannot host everyone and in many cases it is more dangerous to stay there. Bombing of underground targets are done according to info the USA has. It was proved in the 1st operation in Iraq that not always the info they have is valid. A false info previous time resulted to almost 2000 killed civilians, the majority of them were kids.
