I can see that happening actually. Only not done by NL, but by the site owner himself.

They may not care about pornsites, but I have a recollection of a group of prostitutes from one EU country suing another EU country for being denied entry and winning. Their argument was that the country denying them entry was against the free passage of goods and services agreement which the EU is based upon.
