If you really insist on colo, you can either build and ship or pay the company to build one for you or pay another company to build the box and ship it to the company of your choice. Paying $100 per mbit is a little crazy and sounds like small business/mainstream prices... but $100 per unit is not out of hand. There is a lot more to it than throwing a server up in a rack and that's that... there is electricity fees, cooling, redundancies, the overall network infrastructure, security, space, etc. etc.
