If you can get $5,000 for a 40 minute scene you're a hero. You will be getting more like $400 for a 40 minute scene. Loads of shooters will produce a professional movie for $4,000 these days. A lot of these "amateur" sites will not pay anything until the scene is shot. They will not send money until the scene is shot.

When the publisher has it they offer the minimum price and the producer will sell it for anything he can get. It's shot and posted, $400 is better than nothing. People would not send content if they understood the deal better.

Amateur content is easy to produce, anyone can do it and because of that tough to sell.
