Affiliates themselves have created the shaving problem by running to whatever sponsor has the highest pay per sign-up. This forced programs to have to compete in an area that can be un-profitable without shaving or other tactics. It's that money-up-front-at-all-costs mentatilty that brought this problem. Welcome to the world you created for yourself.
It's too bad it got so outta control. Probably caused a lot of good clean programs to have to do things they would never have considered until it meant survival of their biz. The repercussions of this phenomenon are felt at every level of the industry. But now that the genie is out of the bottle what do you do?
