I think you're right though, getting a nice balance of colours + light at night can be hard, esp in the city - most of the time it just burns into yellow.
Was curious why you were shooting at f22 though?
Surely you could drop it to f8, have the same DOF and shoot at something like ISO 800 for the same results, but less noise?

I shot that first pic at f22 so I could increase my exposure time. I was trying to make the LA River look like a smooth, silky sheet. I know in the daytime it'll look like a cloud, but I had never seen what it would look like at night.
I think for the next rain, I'll shoot it with at f22, but then go up to 100 ASA for less noise. That should let me do a really long exposure. Especially at night, should look interesting.
