No. You are then back to asking them to take it down. However, if there is a pattern that indicates that it is willful on their part or it can be proven that they encourage or they themselves upload the infringing materials, this may fall out of the 'safe harbor' provisions of the DMCA and be actionable under copyright law. Please consult with an attorney in your jurisdiction.

I have a feeling this might be a lucrative practice for the right kind of lawyers. People usually shit their pants when they get a cease and desist. Not to mention a formal complaint (actual lawsuit). Just the cost of getting representation is hassle enough already.
