Vancouver is probably the best. Winters can still be cold but normally the temp is above freezing and it doesn't snow often.
Another thing to keep in mind is that Canada isn't as racist as the US. In Vancouver about 1/3 population is Chinese, and there are lots of East Indians. White people being the majority. I don't see alot of racism, infact almost none.
You don't have that shit to worry about here, but I can't say the same for certain places in the US.

I've never been stopped more in traffic for shit other than Canada. I've driven through drunk stops everywhere in florida (Known for stupid racist shit) and never was asked to pull over for a safety check.
Yeah, not racist my ass. In 3 years up there, I've almost got into 4 fights over race, which btw, in 20 years in the US not one.
