The first Bush administration along with the UN decided to let him stay in power as long as he left Kuwait and disarmed. As soon as the UN inspectors found him developing illegal weapons, that should have been it. It would have been if there wasn't a Democrat running the country. You know, someone with a back bone who can do more than just talk a good game.
