I assume that part of the reason the Mormons in Utah spent so much money attacking legal gay marriage in California is that they are pissy that their own uncommon form of marriage is not legally sanctioned.
I'm fine with throwing the Mormons a bone there. If a man thinks he can make enough money to support six wives, and the type of marriage he and his first wife chose was a potentially polygamous one, why stop them?
Obviously, if the initial marriage contract was for monogamy, then, no, I don't think one partner gets to change that without an okay from the other partner. But it is the case for all legally-binding contracts that both parties must agree to any change proposed.
