Canada shares their flight manifest with the US government. Most of the people who get caught go through Canada. Not that you WILL get caught because it's just too much to trac down everyone, but if you happen to be on one of the flights they look at... you are TRADING WITH THE ENEMY!

Mexico used to be the safest way but since Bush, he has bullied them into sharing their flight manifest too. That's why I stopped going.
