not sure what tips you want, it depends if you want to party all the time or also see many places
as someone said above, travelling by car there is not the best choice, so definitely get a 3 weeks JR Pass, it will cover transportation within the big cities as well as give you unlimited free rides with the Shinkansen

transportation with trains inside Tokyo is actually very easy and very convenient, you have sings in English and the trains go every 4 minutes or so.... the thing that suck is that all trains end at midnight, so after midnight, you can only come back to your place with a taxi... or wait till ~ 5 am in the morning
check out Hotel Sunroute Plaza Shinjuku for one of the best accomodations in the very central Tokyo and only for $135-150 per night.. there are obviously more high end places but this hotel simply has already everything you might need... obviously there are some some cheaper places as well, like hostels, budget ryokans or mixes of both
btw, calculating the prices there is very easy, 100 yen = $1, 1000 yen = $10, 10,000 yen = $100 etc
overall not sure how many places you want to visit and what to do, but I'd spend half of that 19 days in Tokyo for sure
damn, writing this I wish I would go back there soon, but for several reasons I can't really...
but I may try to go there next spring and live there for 3 months (thats the max you can stay at once on a tourist Visa, though I assume you can just leave for 3 days and come back
)
