What do you expect from a bunch of savages? Any country without a solid government, military, and police force (and infrastructure in place to keep it all honest, or at least somewhat honest) will quickly fall into kaos with gangs of assholes going around doing whatever the hell they feel like doing.
Too bad some caring civilized country doesn't go in there and restore those people a government and some order and protection. A country like the US for instance. Oh wait, then the rest of the world would criticize them for "meddling" in the affairs of others, moreso than they do now. Better to let the savages rape and kill each other. They don't seem to want anyone's help anyway, and they don't seem to want to organize their own government or even recognize one when it comes along.
