Na... It comes direct from God. He's got this thing called "divine right" - basically means he can do what the fuck he likes. That includes avoiding having to try and justify himself to Congress etc .. hence the request for a blank check after 9/11 which was refused. Anyway, he don't like Congress too much and can't spell it.
That is the same reason he created a jobs-for-my-friends "one department empire" call "homeland security" - basically is like the chief there reporting directly to God - cuts out all this Congress shit again
