Its not about the oil. If it was about oil, the US would have taken it in 1991. Also, the US has been the main proponent of sanctions against Iraq, keeping Iraq from selling most of their oil (and thus keeping oil prices higher).
I'll take your word that it took 15 years to get Slobodan. By that standard 12 years to get Saddam is hardly rushing.
No oil in Afganistan, Somalia, Panama or Grenada.
This oil argument is really starting to get silly.
