This is a real problem on GFY.
Every designer wants paid up front. But they, in my experience as well, have followed the same behavior you mentioned. I have paid both the low, and high end of programmer and coders. The results were the same.
Now, I typically will go to elance, scriptlance, rentacoder, or whatever. You have to spend the ungodly amount of time searching their previous work. But.... at least you do not pay up front. You escrow. If they do not deliver to specs, blow your deadlines, you do not pay.
A simple, and fair system.
There ARE a few good programmer and coders there. They typically run on the higher end of bids. But at least you know your money is safe, and you are not going to get ripped off. Just make sure you use people who have a LOT of reviews, and more importantly, reviews in the same type of work you are looking for.
Zuzanna has done some work for me. I was happy with it.
JamesK has done some installation, integration, and small coding projects for me. He is excellent, and I have used him a number of times now. He always gets it hammered out mang.
woj is rumored to be one of the best. Never tried him. There are a few others that have come highly recommended. But.. on GFY, you are going to run into that 100% upfront before they lift a finger.
I ran into this when looking for an affiliate program designer. They all wanted to work this way, and I refused. Offered escrow, they refused. Not all, but the one's I talked to. If you can't work under escrow terms, you, in fact are shady. Period.
I flash you that I have the cash. You do your end of the bargain.
