IMHO, if this was a Ponzi scheme then they would be promising impossible returns and asking for multiple rounds of investment... this doesn't look like much more than a structured referral program, which is more than a single level deep. eg clickcash pays 10%, 1%, 0.1%, 0.01%, ... for each level of referers.

From another POV you could see it as a shitty PPS payout with extra referral levels.
