Not necessarily
Bank of America, for instance, runs a credit check on you before they will issue you a Check Card with the Visa logo on it. If your credit is really bad then you don't get the Check Card, you get a standard ATM card instead.
FT -- the easiest way to get a card from epassporte is to sign up with a sponsor that pays out on it, that way you get the card and you also get funds on it without doing it yourself
