Just because you say "I will not wear a pin" does not mean that you refused. Refusing means someone asked you to wear a pin and you said no. Not placing your hand on your heart does not mean that you refuse. To refuse means that someone asked you to put your hands up and you say no. It is more acurate to say he simply "did not".
If you remain silent, it does not mean that you "refuse to talk". It means that you simply "do not speak".
After watching that video, it is obvious that Obama is a maverick.
