It's amazing Bush Sr. was able to get UN approval for that conflict. There are at least a dozen cases where such resolutions failed or were vetoed by the member in question themselves.

An excellent example is USSR/Afghanistan. Security Council placed a resolution ordering USSR to withdraw. USSR vetoed it.

People think this is abnormal for the UN. It is very normal over it's history.
