I mean, he did basically claim to bring the war overseas if Iraq is attacked, did he not? How would he be able to do that if he didn't mean through terrorism? Did he make a Freudian slip there, admitting that he does have terrorist ties? How would you explain terrorist attacks on our shores should they occur because of an attack on Iraq, IN LIGHT of what Saddam said above?
It's not terrorist ties, but rather his very own network. It's fairly general knowledge that Iraq infact has quite a few terrorists of his own in foreign countries, who aren't doing anything at present. Now, note that these are not the same ones as Al Qaeda and such.

Unlike many Americans seem to believe at the moment, there is not one, big "terrorist" network in this world, including organizations such as Hamaz, Al Qaeda, Hezbollah, the ETA, the IRA, the FARC, etc. Rather, there are different networks, some with connections between them, some without.
