Well, it actually is possible. It's called steganography, hiding messages in other messages (or data in other data).

I'm fairly sure terrorists wouldn't hide illegal materials in illegal materials, though. That'd be utterly idiotic.
It's far more likely that they'd hide secret messages in normal porn. After that, it only takes a journalist or government stretching the facts to end up with an article like the one I linked to.
