well, there is something....but im not sure its gonna do exactly what you want.
MGI Videowave has a scene detector....you can manually choose the scenes or put it on auto and let the prog choose them.
now, as far as saving the images from the scenes you can load the scenes that the scene detector laid out and then grab stills from the ones you want.
