It takes two to tango.
I blame the countries that ship their shit there as well as the local government for accepting it and giving it to their people. The government is supposed to look after the people, which in the case of Cambodia, they do nothing of the sort. From toxic drugs to the sale of 8 year old children to the stealing of the locals land to make way for foreign building and everything in-between, nobody including their own government is looking out for the Cambodian people.
It's a damn shame really. That country has been through hell already and it seems there is no light at the end of the tunnel for them.
