Capacity has little to nothing to do with speed. No matter how much shit capacity you have you still have shit...
Really it could be the server it's on, the router, or many other things or all of the above. Let's face facts AR is not a quality host by any means, they are simply a very cheap, low end junk host, basiccally only good for pushing cheap bandwidth at a slow pace.
