GWB is part responsible, he is allowing it to happen and allowing the bailout to happen.
This entire thing wasn't set into motion by either Bush, or Clinton, but rather Reagan. Even then, it was both parties that agreed on it. Really it was set to happen way before any of them that but this exact issue going on with the housing/banking deregulations at this scale was first put into play by Reagan.
Each President afterwards added to it, allowed it, and ignored all warnings about it.
This isn't our first round of total failures, bankruptcies, housing market crashes, market crashes, even all at once. This has been happening, the same thing, over and over, for at least the 25ish years.
Both parties are guilty of screwing Americans.
