Have you looked at the servers' mail log to see if there are any errors that is preventing the server from sending mail out?

tail -f /var/log/maillog (or /var/log/mail.log) and register for an account. You should see the mailserver activity and it should contain the reason why those mails are not being sent.

It can be a multitude of issues, bad hostname, the script has the wrong sendmail path location, your mailserver is not configured properly and is broken, the smtp server isn't even running, or your servers' IP is blocked from big mail hosts due to prior spamming/blacklisting.
