I still have all my pc's on XP because I have so many video editing and encoding apps that I don't want to mess with my "upgrading" to Windows Vista. But if Videocharge works with Vista (I believe it does) that is a good app to encode video and split up clips. For actual editing, you may need to look into a full featured editing app like Adobe Premiere Pro or Sony Vegas.
