The OP is probably asking about how to record webcam shows or screen capture what is displaying on his computer, not how to capture DV or HDV footage to an editing app.
PS- When I filmed in DV I always preferred a dedicated capture app like Scenalyzer Live over Premiere's capture feature because it had some neat features, incl the ability to be minimized in the background while capturing and also capture four channels of audio at once.
