As for randomly sprayed bullets (drive-by), that's the result of drugs not being legal. Ask Ralph Nader -- you legalize-it and now you don't have drug lords... Did you know that the "war on drugs" led to worse crime and more deaths?

the drug laws are horrible and draconian, granted. They lead to a lot of unnecessary violence, I'll grant you that too, I'm with you all the way. In fact, take away the drug laws and most of the hostility against the police would vanish overnight.

however, there are plenty of people out there who we DO need to be protected from, I guarantee you that. If you ever go to a prison or a homeless shelter or spend time on the streets you'll realize that it's no fun living in a dog eat dog world, and there are a LOT of truly evil predatory people in this world, and it's the cop's job to keep them down.

Cops are the tools of the government. If you have a bad government passing bad laws the people will hate the cops. If the goverment is just and is passing just laws people will view the cops very differently. You can't blame them for doing the job they're paid to do. Unless they're assholes about it.
