Because it doesn't work. Ask the music industry.
Fact is DRM has almost nearly killed the music industry. DRM turned non-pirates into pirates. Now that the records labels have abandoned DRM, but for many it's too late. They are used to getting thier music for free. Stealing music isn't wrong to them now. Had the music industry been willing to sell DRM-free music from the start they wouldn't have lost a whole generation of customers. Only time will tell if they can recover. Clearly though they lost BILLIONS because of DRM.
Now the TV and movie isndustry needs to figure this out. They will eventually, but it may be to late by the time they do.
