Yes, USA law applies to every US citizen when traveling abroad. Doesn't matter what the law is in the country you are in, you are still bound by US law as well. It often depends on the nature of the case as to if the USA holds up to it or not, but usually in the case of violent crimes or crimes against children or women as well as some drug cases, you can get your ass in a sling when you get back to the USA.
I think it's a matter if the embassy catches onto what you have done or not. There is no global computer system yet that flags criminals on auto. But if the US embassy catches wind of your crime, it really is up to them to follow through with the report.
I know these guys speak english but we don't know yet if they are Americans.
