I know that the US wrote some specific law a few years ago that they could punish a US citizen for traveling overseas for the purposes of having sex with underage people. But that is a specific law addressing the planning of a specific crime, that one can argue technically occurs in the US before they leave the country. Could the US really prosecute someone for some property crime or even a felony crime like robbery or fraud or whatever that occurs in another country?
