typically, the US lets the country where the crime was committed deal with the offense, but if its a high publicity case or extremely violent, i am sure the US would try the person in the US as well..

i dont know how many times this has been done, but i believe they do it quite often with underage sex crimes committed in foreign countries..
US laws apply to US citizens abroad, in addition to the laws of the country they are in.
