Nope. We can not take preventive measures to secure our safety. That's absolutely ludicrous and isn't fair to other nations. We must wait until our largest cities (New York, Los Angeles, Chicago, etc.) are all hit with biological and chemical agents. Then, after we have suffered a large blow and millions of deaths, including billions of dollars worth of damage, we can step up and defend ourselves.
Smart people always wait to get hit first. It's the diplomatic thing to do.
