he wasn't behind "the large scale development.." - he built a large hotel and casino in a city that already had a lot of hotels and casinos ... it wasn't a wild shot in the dark and a big risk doing something that had never been done before. it was a way for organized crime to capitalize on legalized gambling and prostitution. its not like he led a campaign to feed Ethiopia.
