Apache - Concurrent Connections

This is a follow up to a previous post.

I've got a Windows Server running Apache. It's delivering cruddy download speeds.

After going round and round with the datacenter, they recommended trying IIS instead. This worked, but poses a different set of issues.

I received some advice that I believe accurate. I was told that most Internet browsers will actually combine 4 concurrent connections into 1 download. And that IIS handles this out of the box.

On my home high speed connect I get 200K under Apache and around 800K under IIS.

Does anyone know how to tweak Apache to do this? I've Googled and come across various mods to investigate...but I'd love an expert opinion.
