The thing is when you deal with an agency, the model have no "negotiation power", if something goes wry, you contact the agency and work it out. So if the agency are supposed to deliver two models, but only one show up, guess who's problem the compensation of the one model becomes? bingo.. agency, but still a wasted day for you and possible location and support staff expenses out the window.
No rose without torns, and often enough it doesn't even take a rose.

I guess what you do is compare overbooking costs vs cancellation costs, and find a sweetspot.
