There was controversy about Juggcash and the tube sites lately, but if there is one thing that's for sure: They pay their webmasters, always and on time, I never had a late, missed or bounced check. Saying this, there must be something wrong with your account.
What could trigger fraud detection? It's signups not done by the actual owners of a credit card (e.g. stolen), unusual high numbers of PPS sales on promo days that are all trials and get all cancelled immediately, unusual high numbers of chargebacks, unusual high numbers of sales from third world countries or asia coming through proxy servers...if you run a program there are many ways people try to rip you off.
So, maybe you haven't done anything wrong, but these guys, like all huge programs with thousands of webmasters, are a prime target for all kinds of lowlives who try get cash in on their expense.
