Maybe he is selling something on his site that he is hoping to offset your anger by sending you the sign ups?
Other affiliate offers, Zango, advertising based on traffic.... Hard to know without seeing the sites. But my guess is by sending you the sign ups, you will not bother going after him for whatever else s/he has going on.
