Most likely it's ZoneAlarm. I don't use Uproar, but since you have to download the game, I'm assuming that the program most likely connects to the Internet (and Zonealarm is preventing it from doing so).
Try going into Zonealarm's Program Control, and checking the appropriate boxes.
